I think at 3 years old, it’s time to give him a little push. Mommy seems very supportive and encouraging. Interesting how Owen says he was the baby. This is a classic symptom.

Hey Mom, you’re trying too hard! This may be an achievement for you, but there’s no joy in it for Owen. Of course he has to learn to use the potty, but it’s natural for him to mourne for his diapers, and the babyhood they represent, too. No use trying to tell him he’s happy when he knows he is sad. Obviously you love your boy – please give him “space”, and don’t invalidate his feelings.
